The Brussels Declaration of the World
Medical Association ratified back in 1985 refers
to the ban on surrogate maternity. Pursuant to a resolution
of the European Parliament, human cells can only be
donated voluntarily or free to charge.
Surrogate maternity for money is banned in Austria,
Germany, Norway, Sweden and France. Not-for-profit
maternity is permitted in Australia, UK, Denmark, Israel,
Spain, Canada and the Netherlands. In Belgium, Greece,
Ireland and Finland surrogate maternity is not in any
way regulated by law. Surrogacy on a for-profit basis
is allowed in Ukraine, Russia, Kazakhstan, most of
the states in the U.S. and the Republic of South
Africa.
The first child was born to a surrogate mother in
1978 in Great Britain.

Surrogate mother — a container or a hope?
Last week an international scandal happened in Ukraine. An American citizen tried to take a new-born girl out of the country. According to the detained the woman took advantage of a surrogate mother’s services. As soon as the child was born the foreigner arrived in Kiev, got all the necessary documents and made an attempt to go back home. At this moment Ukrainian authorities rose up between herself and her hope for happy motherhood.
This event presents a very complicate in its nature, but so serious and very important for thousands of people phenomenon as surrogate maternity not from its best side. Juridical problems which may arise for parents due to incorrectly drawn up documents are obvious as well as subsequent effects when a baby is “ordered” with an obscure goal.

Work for a surrogate mother
“Work for a surrogate mother” – among all other advertisements, appearing on a newspaper page in the section “Work at home” attention was caught up with this.And although the goal of my search was different, I got interested: I had not imagined that in our city surrogate maternity is exercised. I phoned. In response I heard that healthy women having no previous convictions and registrations in dispensaries are required with one mandatory condition: having their own children. After the ring questions didn’t disappear- they trebled: where? how much? how long? why? how?
In Kharkov there are three institutions engaged in surrogate maternity activities, two of them are clinics. The third one is an information centre. All three are private structures. Only the Oblast Family Planning Centre is state-owned, but in it I was sent to the above mentioned organizations for answers about artificial motherhood.
The clinics deal with medical operations and tests, the Information Centre is a mediator among medical institutions, genetic parents and a surrogate mother, and a guarantor of rights of the latter.

Surrogate maternity: too mych of deception
The article «Fertility without borders» in the German newspaper Welt am Sonntag (03.09.2006, authors — Yens Hartman and a Ukrainian journalist Yeugeniy Rybka, the newspaper LIGA BiznesInform), describes this problem in Ukraine,
But in the newspaper there isn't a single word, that the surrogate maternity is the last chance for infertile couples to have a child of their own(!), and that in Ukraine there is a charity foundation which helps families with small income to take advantage of a surrogate mother's aid.

Sparing neither health, nor even life
"Not all the women of the childbearing age are capable of becoming mothers"- says Fiodor Dakhno, Director of the Institute of Reproductive Medicine, an Honored Worker of Science and Technology of Ukraine. — Up till recently if fertilization was impossible due to medical causes or if pregnancy could endanger the woman's health- childless couples could only dream of continuing their family line. Nowadays we settle their problems with the help of accessory technologies, including surrogate maternity (when a woman bears a child for the genetic parents)..
The first child that was born by a surrogate mother in Great Britain appeared in 1989. A little bit later a first Ukrainian girl was born in the same manner in the Human Reproduction Centre"Implant"(Kharkov)

I want to be a mother!
Every sixth couple in Ukraine is infertile
"Novyie Doma" district in the city of Kharkov. Right behind the supermarket "Target" there is a small street with a symbolic name -Borba (Struggle). An office building No 6 without any signs and identification marks. Here heirs are made for those who have already given up to despair to hear children's laughter in their home.
This is the place where the only in Ukraine "Surrogate Maternity Centre" is situated. To be more exact — its legal aspect and humane factor. Here married couples, who have endured many years of unsuccessful treatment against infertility, come to conclude an agreement and that very woman who is ready to sacrifice her body for the sake of somebody's happiness.

Kharkov women give birth to children for foreignes
The only Surrogate Maternity Centre in Ukraine is situated in Kharkov. It serves both our countrymen and foreigners, because in some countries such practice is forbidden by Law or costs a fortune.
For two years of the Center's activity Kharkov women have given birth to quite a number of future citizens of the USA, Canada, Australia, Germany and Spain.
At the moment the Centre database contains twenty five women willing to help childless couples All of them are married, healthy, have their own children and are ready to bear and deliver a child for a relatively small reward: five thousand dollars. While the average cost of such a service in Ukraine and Russia makes 15-20 thousand dollars (if a woman seeks for a client privately). |
